Ribbon Creek; Confusing Signage?

Fresh grooming this morning made for very pleasant skiing around the Kovach-Terrace loop, with some early season hazards.
The track was disturbed by marauding deer, who probably missed the signs, and a hiker with his dog, who completely ignored the signs they passed right by, and went wherever the heck they pleased.........
I did meet a group of very pleasant hikers up on Kovach, who said that they only saw a sign asking them to stay out of the ski tracks. They were very careful to do so, so I was inclined to believe them. I don't know what route they took initially, but either another sign or two are needed, or hiking is actually permitted on Kovach?
