Yes, Moraine Lake Road is good for cycling.

Message from Lake Louise info centre, dated May 14, 23:
Moraine Lake road has been cleared of snow on Thursday and is now completely dry. It is great time to bike the road. Please use extra caution on the road as Parks Canada and Moraine Lake Lodge Staff vehicles can be present at any time.

For those that enjoy cycling during the summer months, I would recommend checking out the Cycle Alberta website. This site provides detailed information (including GPS) on many beginner, intermediate and expert rides throughout the province.
